100% Q: Why would a used car for sale by a private owner be missing an inspection sticker?

We are looking for a used car under $2,000, many we have seen have the plates and or inspection stickers removed. What does this mean? Did it fail, should we not even consider a car like this? p.s. We are in NY state.

A:I can see why a license plates would be missin, I take them off when I sell a vehicle myself now. The past experience being someone will continue to drive the vehicle they bought from you with your lic plates as long as they are valid.....through tow booths without paying, through traffic cameras monitoring speed or red light runners, etc. then you as the lic. plate owner gets a letter for the fine. Big hassel. The only reason (as a seller of vehicles) a state inspection sticker would benifit being removed is if it has a lot of year left on the validation and you want to put it on another car to make it look legal (even this is not legal). Then its a full year before it gets rechecked and less likely to come back on the seller if the emissions doesnt pass. You and the authorities dont know the sticker is invalid for THAT car unless the authorities try to run the bar code or number with the states reference. (some states do put the license number on the state inspection sticker....could be a reason these are missing also).

Hello I need your few tips here. Im interested in buying a second hand car but yet still in good conditions or perfect conditions. I look at the newspaper articles or online for used cars by private dealers (self owner driver who is willing to sale his own car) Not car dealer stores. When checking out for an inespection for the car your interesting at... What is the most thing you must say to the owner? and what should i be carefuly be checking? the motor? back? front? sides? Of course i would expect the owner to have real papers from history of the car been done... registrations... legal papers either your still payingt he car off or not.. things like that. What if the owner might not have most of this papers? then its all a fraud by saleing his or hers own car without importaint paper to see and keep if i deside to buy the car. lastly test drive it. then if happy i give a check under his name and later take it to a repair shop to check the car just to be sure>? Or should i ask him if its ok to take the car to a repair shop just to be sure this car is said and well good conditions.. of course the oanwer might say to me ( dont you trust me that this car is well condition) i might ignore that but i personaly wish to take it to check it out.. but the problem is i must go somewhere in a town that i dont no... and so i would have to choose a random place to check it out. Aniways.. should i give the check first or should i aloud him to come with the car by request as I personaly wish to be sure that this car wont have anything wrong before i give the check to u and shake hands and good bye. what do you think? have i missed anything? Also its importaint to take note of how many kilomerters the car has been from the day you had inspected and the day later you wish to buy it just incase the owner takes the ADVANTAGE of using the car before i get there If that ever happens? thanks posties Lynda

A:There is quite a bit of thing you will want to consider before purchasing a car. The obvious answers are always to have a mechanic look it over, however it isn't feasible if you like more than 1 vehicle. I will give you a link to the free used car evaluation program. It will help walk you through exactly what to look for on the exact car, including how to test drive it. This is not to replace having the car looked over by a mechanic, however the system can save you money by weeding out cars that have obvious problems. Mechanics will charge for each car you have them look over, so it can get costly if you are interested in more than 1 car. I developed the program in 2003 and have incorporated 7 copyrighted checklists you can print out and bring with you when you go looking at the cars.
