Now if you have a different difinition for the famous word federal let the whole country understand the purpose.Because in Europe most government is Republic except Germany and Russia I think otherwise is what I said.But the thing is white people has a highly respect to their government and disciplined people base to their upbringing, but filipinos are kind of people believes more on getting things by force all by means whether by killing their advesary or beat them to death. Giving the freedom to the arroyos it will result to same regime of the marcuses. In fact whether philippines becomes federal or republic won't change much. the best thing that philippines can do is to discentralise the services by giving the power issuing papers to those who wants to have their lives change, like example the issuance of visa papers example like here in europe. Just in France you can have visa issued by an extension embassy and in Belgium as well. Philippines has a lot of big cities who can perform this type of procedure, without going to the capital, this you can propose to the government. It's not normal people from Vigan goes to manila for visa procedure, just question of distance and money it's not logic, we are in the 21st century and the system is still stone age. back to your question of application it's a good idea as long as your skill is management it will work.
